Meet The Team

On the Surface Flooring was founded in 2003 by Jake Bippart as a full-service commercial flooring contracting company specializing in occupied-space tenant improvement (and new construction) throughout the greater San Francisco Bay Area. Jake’s unique experience in both the wholesale and contracting side of the commercial flooring industry provides a wealth of knowledge and expertise to OTSF customers.

We are dedicated to providing on-demand service and seamless results to our commercial flooring customers. Our mission is to provide expert advice and flooring services utilizing industry best management practices. On the Surface Flooring aims to build long-term relationships and become your trusted partner for all of your commercial flooring needs.

Jake brings over 45 years of experience in the commercial flooring industry to the table. Jake has worked on both sides of the Industry: Wholesale/Manufacturing and Contracting/Construction. Jake’s deep knowledge of the industry provides customers with invaluable insight. Jake is an alumnus of Chico State University.

Tom has been with On The Surface Flooring since 2016. Tom came to On The Surface Flooring with a background in SaaS technology sales and, before that, had spent summers working in commercial construction, interning for Bay Area General Contractors. Tom is an alumnus of Gonzaga University.

Our Installers

On the Surface Flooring is a non-union contractor. We employ a dedicated team of highly trained and experienced installers, many of whom have worked with us for over 15 years.
